Albin council handles budget, project bids

The Albin Town Council met in twice in June on the 8th and 11th.

At the June 8 meeting Jillian McLaughlin reported Albin Day is set for July 11. A poster advertising the event has been finalized and is being printed. She said the Albin Day committee is responsible for furnishing trophies and making the track for the lawn mower races. All other activities are delegated out to specific people to run them.

Robert Ward is expected to send the town the speculations needed in order to go out for bid for the lighting project. Mayor Kelly Krakow will be discussing the project with representatives from High West Energy. Councilman Robert Anderson made a motion to go out for bid in the lighting project according to the speculations Ward submits. Bids were due at the June 11 council meeting. Councilman William Rooney seconded the motion which was carried.

The town garbage ordinance was rewritten to accompany changes made when the town transitioned to dumpsters. The council read, discussed and made corrections to the ordinance, with councilman Howard Malm making a motion to pass the ordinance with corrections on its third and final reading. Anderson seconded and the motion carried.

The town’s budget for 2009/10 was discussed. Council members made suggestions on how to make cuts as the town is experiencing a decrease in funds.

Public Work director Ron Sorensen reported he will be attending the water convention in Laramie in September. It was also reported the summer town help job was filled by Cory Sutherland.

Krakow told council he would be attending the Wyoming Association of Municipalities convention in Gillette. As such council discussed appointment of a mayor pro-tem. Malm made a motion to appoint Anderson. Rooney seconded and the motion carried.

Bank accounts with the signatures of the newly elected council members and mayor are in need of updating. Malm moved to add Krakow to the accounts at Farmers State Bank. Rooney seconded and the motion carried. Rooney made a motion to remove Lon Johnson and Mick Branigan from the WYO STAR accounts and to place Krakow, town clerk Jillian Kriz and Anderson on those accounts. Malm then moved to add Anderson to the accounts at First National Bank in Pine Bluffs. The motion was seconded by Rooney and the motion carried.

Council met on June 11 with mayor pro-tem Anderson presiding, due to Krakow’s attendance at the WAM conference.

A liquor license renewal for Mike’s Saloon was submitted and council held a hearing on the matter. With no protests the hearing was closed and Rooney moved to approve the renewal. Malm seconded and it carried.

A renewal for the HUB Insurance policy also was put before council. After discussing the policy, Malm made a motion to accept the policy and pay the amount due. Rooney seconded and the motion passed.

The town budget for 2009/10 was discussed for the third and final reading. Rooney moved to accept the budget. A second by Malm was followed by an affirmative vote.

Bulk water sales had been suspended at the May council meeting. The issue was discussed again at the June 11 meeting. Malm made a motion to reinstate bulk water sales with the same speculations previously used and to monitor sales for problems with the wells or overuse. Rooney seconded and the motion was approved.

The next Albin Town Council meeting is slated for July 9 at 7 p.m. at the community center.
