    Discussions about money to improve the community and the county were a big topic at the recent Pine Bluffs town meeting. Buck Holmes, a Laramie County commissioner, brought the council and audience’s attention to the fifth-penny tax at the Oct. 6 meeting.     The fifth-penny tax will be on the Nov. 4 ballot. Debates continue whether it’s necessary or essential. The tax, also known as the One Percent General Purpose Optional Sales Tax, was approved in 1978. It has continued every four years by voter’s approval.     The Pine Bluffs and Burns cross country team ran against nine other schools at the Leroy Sprague Invite in Cheyenne last Friday. During the boys’ varsity 5K event, Jorge Garcia placed 28th in the field of 77 with a time of 18:25. Wyatt Norman finished in 20:52 and Tyler Norris crossed the line in 22:18.     Burns High posted victory against Saratoga with a three-set volleyball road win last Friday. During the first set, the Lady Broncs won 25-13.     The Pawnee High volleyball team played shorthanded in its two losses this week. Amber Imel's class is learning about weather, and Samantha Thomas of a nearby TV station visited the school to talk about her job, tools she utilizes and to answer questions.
