He was born August 6, 1936 in Burns, to Raymond and Ottie Phillips. He married Rosie Garcia on May 22, 1999 in Santa Barbara, Cal. He was a veteran serving in the US Army. He retired from GTE Telephone Company. He attended Immanuel Lutheran Church in Burns.
