Kathy Emmons, Executive Director of the City-County Health Department, sent a letter to Governor Gordon requesting authorization to implement a county-wide mask mandate. Her position is being strongly supported by County Commissioners Troy Thompson and Gunner Malm. Their actions should not surprise anyone.
