    Residents in Carpenter had a front row view of the storm Sunday afternoon. When a tornado touched down east of the town. According to Gerald Claycomb, lead forecaster for the National Weather Service in Cheyenne, funnel clouds were reported and a tornado touched down east of Carpenter. Claycomb said one house was touched by the tornado and another house was damaged. A few buildings had minor roof damage and at least two trees were partially uprooted.     The fog didn't stop residents and visitors from enjoying Burns Day held on Saturday. The foggy day started with a pancake breakfast served by the Burns Fire Department. Seating was available inside the fire house. The fire fighters bought eight 10-pound bags of pancake mix. One at a time, they put a bag of mix in a bin, added water and mixed it with a giant drill.     A Burns native is repeating history as he helps put in the new Burns High School's football field and track, just as he did 43 years ago. Les Horst, project superintendent of Knife River, helped install a track and field at Burns in 1971 when he was going to be a freshmen at Burns High School.     The Pine Bluffs Council approved on second reading of the Fiscal Year 2014/15 Budget during Monday’s town meeting. Changes had been made to the budget before it was approved. The third and final reading of the Fiscal Year 2014/15 Budget will be on Monday, June 16 at the Town meeting. The RV Park has been separated as its own stand alone fund. The first reading proposed the RV Park expenses to add up to $31, 743.08, which would be its share out of the general fund.     Double Bar G held its second rodeo on Friday night and the rain did not stop cowboys and cowgirls from having fun. One cowboy who wouldn't let the rain stop him from competing was Logan Young. He competed in team roping and calf roping. He didn't receive a time for team roping. However, Young and his horse, Clutch, did receive a 14.3 for calf roping.     A hardware store that contributed to the development of Pine Bluffs is going out of Business. Lipps Lumber and Hardware's last day of business will be on Saturday, June 7. Lipps' only store is in Pine Bluffs. The business provided parts to clients in town as well as surrounding areas. When Lipps opened five years ago, it was a booming store because Pine Bluffs had a good housing market. But after the housing went down, it wasn't enough to carry the business.     This summer, get out of town and enjoy some new activities. The Pine Bluffs Recreational Center has planned bus trips that will take residents to fun, summer-time destinations. The bus trips are scheduled for once a month throughout the summer.     The 2014 Farm Bill makes the Livestock Forage Disaster Program and Livestock Indemnity Payments permanent programs. The Farm Bill provides retroactive authority to cover eligible losses back to Oct. 1, 2011. The Livestock Forage Disaster Program provides compensation to eligible livestock producers who suffered grazing losses due to drought or fire.   • Fiscal year 2014/15 budget draft completes first reading

    The budget for the 2014/15 fiscal year has been drafted and the first reading has been completed. The town council competed its first reading during their workshop on Monday, May 19. The second reading will be held before the town meeting on Monday, June 2. The third and final reading will be on June 16, before the town meeting. These workshops are open to the public. The Wyoming Department of Education announced 146 elementary schools have been selected to receive the U.S. Department of Agriculture Fresh Fruit and Vegetable Grant for school year 2014-15.     After a few days of sunshine and rain, a snow storm has hit Wyoming. This is not a record breaking storm however, it is server, according to the National Weather Service.
