The elementary students are reading "The Giving Tree" by Shel Silverstein. There are two main characters in the story, a boy and a tree.     Pine Bluffs Town Council has approved submitting a $123,935 Grant Application to the Wyoming Business Council as partial funding for the Veterans Memorial and Contingency and Development Agreement.     To kick off Pine Bluffs' Christmas at Home, the Laramie County Fire District No. 5 helped fill stomachs with a warm meal Monday night at the Community Center.     Pelicans and telephone wires do not mix. A pelican flying over Pine Bluffs flew into a telephone wire on Thursday, according to Pine Bluffs Police Officer Char Madden.
