    The roster for the 2017 Shrine Bowl has been finalized and three local players will be taking part. From Pine Bluffs, Kyle Steger and Ruger Lewis will be suiting up for the South team, as well as Burns High School’s Klayton Clark.     Construction crews will start preliminary work on a $9 million paving and rehabilitation project on 7 miles of Interstate 80 west of Cheyenne this summer. The Wyoming Transportation Commission awarded Knife River of Cheyenne the contract for the work near Otto Road in Laramie County during its meeting on Jan. 19.
